Prof. (Dr.) Ram Shankar Katheria is a member of the 16th Lok Sabha of India. He represents the Agra constituency of Uttar Pradesh and is a member of the Bharatiya Janata Party political party. He is currently a Minister of State for Human Resource Development Government of India (Higher Education).

Dr. Katheria was born in Nagariyasarawha, Etawah (Uttar Pradesh). He spent his earlys at the local Rashtriya Swayamsevak Sangh (RSS) unit, which also facilitated his education. He holds Ph.D from Kanpur University. He worked as a pracharak of the RSS in Agra for 13 years.

Prior joining politics, he was a Professor of Hindi at the Agra University, where he has taught Dalit Chetna (Dalit upliftment) and wrote several books on the subject. He has written various books like Etawah Zile Ki Boliyan; Dalit Chetna Ki Avashyakata; Samajik Ekta Ki Avashyakata; Dalit Sahitya Aur Nai Chunautiyan.
